The Ukrainian National Lobbyists Association is preparing a study “History and Status of Lobbying in Ukraine – October 2025”

The Ukrainian National Lobbyists Association (UNLA) has announced the preparation of a large-scale study “History and Current Status of Lobbying in Ukraine”. This is the first comprehensive analysis of the development of lobbying in Ukraine, covering historical stages, legal initiatives, institutional changes and practical challenges of implementing lobbying in the current environment.

The study aims to analyze the evolution of lobbying activities in Ukraine, conduct a sociological survey among the public, business and experts to identify practical challenges and assess the level of trust in the lobbying institution; formulate recommendations for improving the legal and institutional environment for the development of transparent lobbying.

The study will provide a thorough analysis of the current state of lobbying in Ukraine, identify key issues and suggest ways to solve them. This will serve as a basis for further initiatives of the UNLA to develop a culture of transparent lobbying, increase the level of trust in the lobbying institution and contribute to the formation of an effective policy of interaction between business, the public and the authorities.

The entry into force of the Law of Ukraine “On Lobbying” on September 1, 2025 and the launch of the Lobbyist Transparency Register have become important steps towards the legalization and transparency of lobbying activities in Ukraine. Despite the legislative changes, there are challenges in adapting business and the public to the new rules, as well as the need to improve control mechanisms and ethical standards in the field of lobbying,” said Oleksiy Shevchuk, President of the UNLA.

Understanding the current state of lobbying in Ukraine is important for international institutions and partners, as it allows to assess the level of transparency, effectiveness of interaction with government agencies and the potential for cooperation in the field of political and economic dialogue,” added Oleksandr Kamenets, UNLA representative in Brussels.

The findings of the study will be presented at a series of special events to familiarize representatives of European government agencies and partners with the development of lobbying practice in Ukraine and discuss ways to further integrate Ukrainian transparency standards into international processes.
